The zipped release of https://github.com/autodl-community/autodl-irssi contains trackers in the zip. Those trackers are old. Update the trackers with the master branch of this repo and it will start working :)

What you miss is that pyenv which python doesn't guarantee you, that you execute python3 from this path. What is the output of `command -V python3` ?
