added some instructions to `README.md`.
looks like `https://api.apocolipse.com/rates` is down which was hiding the secret.
the code of the backend should be published or the site shut down.
seems abandoned..
`github actions` can also store [artifacts](https://docs.github.com/en/actions/guides/storing-workflow-data-as-artifacts). not exactly related to time of days but suitable i think 😏
