It appears to be first introduced in System 7, just judging from the Inside Macintosh books... volume 6 (1991, System 7) is the first time either ReadLocation or time zones...

Actually, versions under 3.2 won't work anyways, because they don't support math operations in the parameter list (`syntax error, found "+"`). Would you suggest just turning the attribute off entirely...
