The original problem (with 5.24.1) seems to be [this perl issue](https://rt.perl.org/Public/Bug/Display.html?id=128445) (not perlbrew specific). Fixed in blead, and will be backported. Work-around would be using blead, or an older version.
Adding the following line to the Gemfile fixed it for me: gem 'iconv', '~> 1.0.3'
