Upgrade client-go to v0.27.0+

In order to support scaling on metrics from GCP, the client-go library needs to treat empty resource lists as warnings instead of errors.

This is supported from v0.27.0 onwards: https://github.com/kubernetes/client-go/commit/0bc91705fa50a531b8a1ee9dca3ef063ca71bb0c

Could we get a version bump?
