Single-node (WIP) cluster can't schedule controller

Ran into the same issue today when setting up version 4.7.0 on my `k3s` cluster. I also had both `controller.runOnMaster` and `controller.runOnControlPlane` set to `true`. When doing `kubectl describe pod...
