this is mostly done but the branch has been gathering dust while I've been focusing on #1242

During PR97, split out the core policy framework into its own package, and made it generic - i.e. no hard or soft (semantic) dependency on noports. Refactored noports code accordingly....
No progress in PR100 during which most of my time was spent on [this PR](https://github.com/atsign-foundation/noports/pull/1509) and the remainder investigating and/or fixing other bugs
In this sprint I will resuscitate my old branch and include basic implementation of some of the most important things from https://github.com/atsign-foundation/operations/issues/267
No progress last sprint. Should have more time this sprint.
