This is planned once per-applet settings are implemented. There is a config option override to force the buttons to use icons.
I think this is planned, but is pending on the Iced rebase (alongside improvements to window resize grab areas).

GNOME has the same behavior when using extensions to put the panel on the bottom, so not sure how to do this differently without changing the design of the applet....
