[win] fix menubar background

Menubar background should be consistent with the theme by the system. On Windows, we use `COLOR_MENU` for the background color for menubar. fixed nwjs/nw.js#4851

Chromium side patches for MAS build. The patch includes many commits for reviewing easily. Partial fix for nwjs/nw.js#4556

Flags enable_ac3_eac3_audio_demuxing and enable_hevc_demuxing needed to be enabled on Chromium side in order to be working with 3rd-party built ffmpeg libraries for AC3 and HEVC codecs. fixed nwjs/nw.js#5653
