For the record we are getting this exact problem.

I tried v1.6 of Anthos but got some errors around node affinity. Maybe it was transient will have to retry.

I didn't with 1.5.0 with that 1.5.1 works OK most of the time. Sometimes it gets stuck but as I tend to apply/destroy daily I catch transient issues more than...
