I get the same error/result with that method of install. I assume https, not http. I can browse to that url with no problems, it seems like an eclipse issue...

Solved: I downloaded the cert from download.erlide.org, and then inserted into my java cacerts. For anyone else having this issue. I am running macos mohave, and java 1.8.0 with eclipse...
