Environment Variables left of `=` equals sign are not substituted when reading `.npmrc`

I'm experiencing the same thing in v8.7.6. Are there any known workarounds for this?

Monorepo project dedupes dependencies even when not specified

Checking back in on this as it seems to have fizzled out. Is there anything we could do to make progress on this? I could perhaps poke around at it...
