Add junit ouput support

One approach would be to add [TAP](https://testanything.org/) output and then rely on various tap2junit (and tap2*) producers.

The changes LGTM. It just needs the `output_dir` resolved & CI to pass. I issued a `/test gke-scale-tests` to get that job exercised. Can you update "Testing Performed"? Thanks.

fix(qa): Fix issues with QA test images

@pratham-m I think we need to test these proposed changes before committing them. i.e. build the `quay.io/rhacs-eng/qa-multi-arch` and update the tags used in test to see how CI performs?
