Uploads fails using S3_UPLOADS_USE_LOCAL

S3-Uploads ver 3.0.4 installed using manual-install.zip I'm in local development (using Local by Flywheel 6.4.1, Ngnix, Php 8.0.0 on Windows ) I added in wp-config.php the row `define( 'S3_UPLOADS_USE_LOCAL', "true"...

Installed 3.0.4 manual-install.zip: wp-cli crashed: Callable "S3_Uploads\\WP_CLI_Command" does not exist, and cannot be registered as `wp s3-uploads`.

I installed the v 3.0.4 manual-install.zip to upgrade from an old 2.0.0 release. The plugin activate and runs ok but the wp-cli crashes with the following error: Callable "S3_Uploads\\WP_CLI_Command" does...

Looks like manual-install.zip for release 2.2.2 is missing...

Include the changelog in the readme.txt for the WP.org release

Please include the changelog in the readme.txt file when pushing a new release to WP.org repository. It's a common good practice, why don't you follow this?
