I believe ROCM5.2 should have a fix for this issue.

Install export file so it is available for hip

The cmake logic had drastic changes recently. I believe the latest code has proper export already and it will be available in ROCM3.6.

hip_stream.cpp attempts to free something it didn't allocate.
