Consider running build job on self-hosted runners

[build](https://github.com/ipfs/distributions/blob/master/.github/workflows/main.yml#L23) job takes quite a long time (around 30 minutes when releasing kubo). I think we could speed it up by using a beefier machine underneath. Discovered during https://github.com/ipfs/kubo/issues/9237
