Basically, when allocating flows in RA, invokeNewFlowRequestPolicy is called after searching for already stablished flows, so the fwdtg->getNextNeighbor call is always done with UNDEFINED-QOS. PD. Not always but some times.

Requests of new flows don't have the src/dst address parameters initialized, only the APN of those, so the first lookup in order to see if there is already a flow...
