I have a similar issue. The gcp-service-account annotation on the kubernetes service-account gets overwritten on updates by the olm (https://cert-manager.io/docs/configuration/acme/dns01/google/#link-ksa-to-gsa-in-kubernetes). Subsequently cert-manager is not able to update the certificates anymore....
