Closing as this is not a hacktv issue. Sadly it doesn't look like there's going to be a fix for hackrf-r9.
It'll be something in your script. How are you calling fswebcam?
sudo will always prompt you for a password, that's normal. Normally you shouldn't need it anyway - fswebcam shouldn't really be run as root.
If you view the audio waveform in something like Audacity, does it look quiet?

There is now a `--volume` argument that you can use to amplify / attenuate audio. Use values greater than 1 to amplify. Hopefully this helps.
