Regression: workflow to suppress auto-reply email is said to have fired, but the email is still sent

Each month a bill from Amazon AWS comes to the Freescout mailbox. I have a custom workflow (Workflows module 1.0.77) which suppresses our usual automatic reply back to Amazon (as well as any other generic no-reply addresses), like so:
This is known to work, since it worked for several months. This month, however, it did not work. Freescout records that the Workflow was triggered...
... nevertheless, the auto-reply message did go, because Amazon then sent an automatic reply to that message, including the full text of our own auto-reply in it:
At the beginning of last month I believe we were running Freescout 1.8.173.
It's hard to tell what exactly went wrong. Was it a single case or now it does not work for all the emails from Amazon?
I'll be able to tell you at the start of the next month, when they send the next invoice email.
