This is because the `/etc/grub.d/15_ostree` file is installed which refers to `grub-mkconfig_lib` which Gentoo doesn't provide currently.

Turns out `grub-mkconfig_lib` not being provided was a local fluke and it now is the last line of the `15_ostree` script that is failing with the given error.

Ok, since we're not actively looking into this and the grub stuff is not important to flatpak, just disable it for now. Provided 2016.8-r1 with the fix

This is because it is overriden, but gets the description from the regular docs.
