Is this still happening? I tested kofnw.zip with the latest core on x64 linux without issue. 
What needs to be done in the core to support this? A retroarch core is a dll and can't be run by itself. Only the frontend needs to support URI...

This looks like an error returned by AltServer. Does manual JIT enabling works wih AltServer?
