You should try out the latest commit / dev build, it might be fixed.
Can't reproduce, seems to be a plugin issue.
Update to latest ViaRewind Legacy Support and switch to master versions of Via*
Block placement doesn't has sound at all (Tested on a 1.9 spigot server)
Placing a tnt sounds normal with ViaRewind-Legacy-Support installed, will close this since I plan on moving the sound translation into ViaRewind and I can't reproduce your issue with the same...
