After looking into the code, it was obvious what had to be done to fix my issue. If your rules depends on a plugin you need to pass those explicitly...
Feel free to submit a PR yourself @davschne. I've simply not had time for it yet.. Even though the patch works, I don't think that this fixes the root cause....
