**Problem to fix** Upgrade to modern build CMake tools to support advanced features for Visual Studio Code.

Notice slower performance when using [netmap](http://info.iet.unipi.it/~luigi/netmap/) on newer Linux kernels (e.g. 4.14, 4.18 on 4.19), when compared to much older kernels (e.g. 3.10.33). This seems especially true on slower CPUs....

Find that packets > 2048 bytes are not sent when using `--netmap` option. Issue is tracked here [netmap:582](https://github.com/luigirizzo/netmap/issues/582) and [internally at AppNeta](https://appneta.atlassian.net/browse/MP-961).

Add a C/C++ library to access tcpreplay etc.
