Trigger Emotes More Liberally

Right now emotes ( i.e. surprise facial reactions ) only trigger in an emote region, which currently only exists around lit grenades.

We should expand that to also include damage regions that are a certain distance away from the fish, so that they will respond to flying bullets, close sword swings, etc.
