[SPEC] Bubble gun

I was going to start working on implementing the Scuba Gear, which will need a bubble effect for trapping the fish, but I see that @jamie-null is already assigned to this.
Would I be stepping on anything already done if I started working on a bubble implementation?
We haven’t heard back from jamie in a while so you’re fine to proceed.
Made some progress on this:

For testing I'm just using the sniper rifle to apply the bubble effect, but I was able to add sprites to passive effects so that you get a visual representation of the effect being applied to the player.
Now I've got to get the "trapped and floating up" logic done, and after that it's creating the gun and it's particle effects.

I dunno where @zicklag got that bubble effect from though.
I really don't know where I got the bubble sprite either. :confused:
I thought maybe it came with the old_assets, but I don't see it in there. Also, I don't know that I ever had a PR pushed up, so I don't know where to get it again. 🤷♂️
I might have stolen it from another game as a placeholder.
