Can't build r25.01 (r24.12 builds okay) on `ubuntu-22.04` (unclear build errors). Also can't build `r24.12` on `ubuntu-24.04` (C++ errors)

Error during server image build because of eigen-populate repo hash mismatch during verification

I also faced this problem. Maybe the this [method](https://github.com/microsoft/onnxruntime/pull/24884) might be helpful. Or we can change the onnxruntme cmake/deps.txt.
