Have the exact same issue on a Fairphone with Murena e/os (no Google Apps installed). Are there any plans to fix this, since this issue was removed from 21.0.0 milestone?

Okay, i've found a solution. You need to Install the Talk Version for/from Play Store. Notifications don't Work with the F-Droid Version though. Not the best solution I guess, but...
