Check the permissions on the levels folder, it should allow Owners, Others, and Everyone to read

In the rate command: !rate (Difficulty) (Stars) (Verify Coins 0/1) (Feature 0/1) To actually epic a level, do the command !epic.

BTW, if it said the comment upload failed, that means the command worked, if the comment was posted, that means you did the command wrong
