Frequency Problem

Hello,

I believe there is a bug in the tf edit system. My tf tree is in the convention of REP-105 with basefootprint frame. Both map-to-odom and odom-to-basefootprint transforms are published with 20Hz. When I remove the map-to-odom from Edit Filter, my odom-to-basefootprint transform increases to 40Hz. That should stay at 20Hz.
