Is there a way to disable the avatar pulling completely as a workaround? Even with the proposed workaround above, this is happening at least weekly, sometimes even daily for us...

We often deploy the same terraform code to multiple regions by changing the environment terraform runs in. Having an environment variable to set the region would be my preferred approach....
