TASK: Update the docker-compose.yml file to use more recent images of postgres etc.

Postgres 10 is now [EOL](https://www.postgresql.org/support/versioning/). Is Aleph compatible with newer versions of Postgres? This is important as services such as [AWS](https://docs.aws.amazon.com/AmazonRDS/latest/UserGuide/PostgreSQL.Concepts.General.DBVersions.html#PostgreSQL.Concepts.General.DBVersions.Deprecation10) deprecated support for Postgres 10 over a year ago.
