@BryanHunt can you try with this classloader setting: `-Dorg.osgi.framework.bundle.parent=ext` If I remove that setting, the application starts.

@BryanHunt I have the same problem. I also tried update(properties). `com.eclipsesource.jaxrs.publisher.internal.Configuration.updated(Dictionary)` is called with a `null Dictionary`. I have Eclipse Neon as target platform. Any other hints? Thanks.
