A separation of the constants for Publish and Subscribe is now merged with #2969. To be released very soon.

Just looked at this again, the Docker images haven't been touched and we are not verifying Alpakka HBase with integration tests.

This was implemented by @gael-ft with #2980.

This test is reenabled as it was related to the wrong encoding of QoS levels which was fixed in - #2969.

We are close to merging the use of KIP-447 transactions which solves this. - #1728
