What version of VS are you using? Are the hashes always lowercase or does it depend on the pdb?
Are you able to tell if the hash coming from the dll and pdb are identical? Or is the symbol server expected to be case insensitive?

I'm not able to immediately find what version of NuGet is being used by powershell 6, but the original components used NuGet 2.x which does not support NuGet v3 feeds....
That seems odd. I know that NuGet client doesn't use the catalog, most feeds don't have one. I can't imagine PSGet would write their own implementation of the NuGet protocol....
In the azure portal go to the storage account and go under `Access Keys` From there you will see `key` and below that `connection string`
