I'm afraid there is no noticeable change. I've just updated to 25.0.2RC2 just to try this feature and I cannot see any improvement. It takes 9 minutes and 25 sec...
BTW, tags within the Photos app are loaded much more quickly, there are also many on the same set of photos. (I have no clue if this detail is useful...
