From Source code to mod listed in workshop, requesting a guide.

I'd like to get into modding, but am confused. How do I create a mod for someone to download? I want to fix the power bar to show the % used. I found the code, I can modify the code. I'm sure I'll be able to get building the source working. What do you do from there? How does it become a mod available to download?
