One thing that's happening is that CAM is now always sending Faxa_ndep to CLM, but CLM only uses it if ndep_nflds is > 0 from the drv_flds_in ndep namelist.
This needs to be done, after CMIP7 historical and SSP scenarios are completed.
This is based off of: ctsm5.3.040 There is new work to update this to a newer version of CTSM.
Adding next to make sure we know what is happening with all this work.

Looks like this still needs to be changes in custom.xml.
There is more work to be done here. So I'm changing it to a draft. It's still important that just helps us to see what is ready to go now...
@slevis-lmwg I'd like to assign this to you, and I'm thinking this should be part of your CRUJRA PR, because it helps compensate for the complexity that CRUJRA is adding....
