No, the downloaded dictionary (at least in CI) should be fixed because the CI tests the tokenization against fixed results.
The current version actually depends on a side effect of running setup.py to download the compiled dictionary. We need to explore options we can take here.
Let me think about what should I do with it. I do not want these settings in my internal projects where this repo is used as a subrepo, but ok...
