carbon-relay-ng could use environment variable configs

Similar to what statsdaemon+metrictank have with globalconfig. If nobody gets to this before i do ill give another go at a merge for it. But it will be a while.

Few fixes 1. a docker file for easier development for myself and maybe some others... This should probably have my repo removed and the maintainers added if this is taken....
