Validator cannot fetch content on s3-PUBLIC while the dataset remains private

@nellh I guess the fix would be for the validator to generate presigned URLs if `AWS_ACCESS_KEY_ID` and `AWS_SECRET_ACCESS_KEY` are in the environment?
