As of #167, DEBUG is no longer enabled for apps deployed on Heroku.

The repo's config now uses DATABASE_URL on Heroku (so it's not just in the tutorial), so I believe this is resolved.

Thank you for taking a look! I'm happy to close this out for now and see if it reoccurs in future update PRs once the current batch are already merged...

@Nishnha Hi! I manually fixed up the PRs we had, and there hasn't been a libcnb release since then (which is what triggers the issue), so I haven't been able...

Should this issue be renamed to be `Enable strip in release mode by default`, or a new issue filed for that and this one closed out? :-)
