Add note about VC++ 2008 redist error

In a fresh install of Windows XP SP2 and the lastest MinGW, I got a cryptic error which was just caused by missing VC++ 2008 redist package.

Convert to a package installable via pip

I just made this into a package that can be installed via pip. Thought it was a simple and useful enough change that you might be happy to merge it!...
