@zstumgoren, I think this is the way to go forward for the short-term: to identify small, election-specific code contributions in loader classes for states, and publicize them. Let's discuss.

There seem to be at least two possibilities: the county-level results files (xls) contain party information in headers, and at least for some primary elections the state offers party-specific CSV...

Interesting. Let me check with MD board of elections. It might be that the published HTML page is older. On the other hand, [Prince George's County's results](http://www.princegeorgescountymd.gov/sites/Elections/Resources/ElectionResults/2008/General/Documents/summary.htm) say it's 332,396.

Emailed MD; they are in the process of correcting the issue.
