Decimal JSON encoder is lossy

Just wanted to bump this. Most currency-based applications use fixed-point precision, and strings are fine for representation.

Can confirm that this affects `python3.8` too. Also, the workaround is problematic if you're deploying in Lambdas and using Serverless Framework as they init SSL before you have an opportunity...
