ext-intl's use of IntlDateFormatter prototype has several bugs

It appears that the same is happening for `locale` -- if the `dateFormatterPrototype` specifies a locale, `format_datetime` and its related functions do not take this into account.

PHP 8.1 Support for addPreserveText

Would love to see this one merged since we need this to upgrade our stack to PHP 8.1. Also I imagine this relates to https://github.com/PHPOffice/PHPWord/pull/2209 ?
