The issue is that we have no way to create the volumes via the Velero restore process. This isn't really a supported use case for us.

When we look into this, we need to be sure that this doesn't give a path for privilege escalation. Also, we currently have the ability to run multiple Kanister installations...
I'm having the same problem. It comes and goes, I will see if I can nail down the issue.
