Maybe @mhucka knows what is happening, but I would probably try moving this image to a permanent link in an images directory rather than inline bytes within the colab.
I think this is worth another discussion, especially given Dax's comments on how this is not as straightforward as it seems on face value.
Per cirq cync: We should probably add CY and CCY gates. I don't see why not. It might be nice to find out what cirq currently decomposes CY into.
