I ran into someone with this issue. It was resolved by setting the X-AnchorMailbox header to the destination mailbox.

Try setting the X-AnchorMailboxHeadder to the target mailbox. Can you add your full request?

Same issue here. It does not work in OWA but does in Windows Outlook.
